A hold over from the dark ages, the top tube standing platform is one of the last remaining from the platform-happy 80's. They used to be everywhere on the bike. Now riders have realized there is little need for the extra tubes and extra weight. These days, even flatland specific frames are lacking any trace of a platform. I think Brian wanted one so he could land his foot there while practicing tailwhips.
